replace subsection (1) with —“(1) The functions of the Council are to do all the things it is authorised or required to do under this Part, including to appoint a panel of assessors from which members are selected to constitute a Committee of Assessors under section 157(1).”;

in subsection (3), replace “issued under the hand of” with “issued by”;

delete subsections (5), (6) and (7);

in subsection (8)(a), insert “and” at the end;

in subsection (8), delete paragraph (b); and

after subsection (8), insert —“(8A) The power to decide an appeal under section 165(10) may only be delegated under subsection (8) to a committee comprising not less than a prescribed number of Council members.”.
