Clause 1
Subject to the provisions of this Constitution, it shall be the duty of the Commission to appoint, confirm, emplace on the permanent or pensionable establishment, promote, transfer, dismiss and exercise disciplinary control over public officers (but not officers in the Singapore Judicial Service or the Singapore Legal Service).
