This Code is the Highway (Revision) Code 2019 and comes into operation on 1 February 2019.

Regulation 2

Amendment of paragraph 44A

The heading to paragraph 44A of the Highway Code (R 11) is deleted and the following heading is substituted therefor:“Cyclists, riders of personal mobility devices, etc., using crossings”.

Regulation 3

Deletion of paragraphs 44B and 44C and substitution of paragraph 44B

Paragraphs 44B and 44C of the Highway Code are deleted and the following heading and paragraph is substituted therefor:“Crossing speed44B. Pedal cyclists, riders of power‑assisted bicycles or personal mobility devices, and drivers of mobility scooters or motorised wheelchairs should only cross a pedestrian crossing, bicycle crossing, zebra crossing or informal crossing, or the entrance or exit to a car park, at walking speed.”.

Paragraph 77 (including the heading) of the Highway Code is deleted and the following heading and paragraph substituted therefor:“Safety of Pedestrians, Pedal Cyclists, etc.

77. Pedestrians, pedal cyclists, riders of power‑assisted bicycles or personal mobility devices, and drivers of mobility scooters or motorised wheelchairs have the right of way on pedestrian crossings.”.

Regulation 5

Amendment of paragraph 82

Paragraph 82 of the Highway Code is amended ––

(a)

by inserting, immediately after the words “the pedestrian”, the words “, pedal cyclist, rider of a power‑assisted bicycle or personal mobility device, or driver of a mobility scooter or motorised wheelchair”; and

(b)

by inserting, immediately after the word “pedestrians”, the words “, pedal cyclists, riders of power‑assisted bicycles or personal mobility devices, and drivers of mobility scooters or motorised wheelchairs”.

Regulation 6

Miscellaneous amendments

The Highway Code is amended by inserting, immediately after the word “pedestrians” in paragraphs 79(a), 80 and 83, the words “, pedal cyclists, riders of power‑assisted bicycles or personal mobility devices, and drivers of mobility scooters or motorised wheelchairs”.
