This Notification may be cited as the Land Transport Authority of Singapore (Assignment of Transport Acquirer Function) Notification 2008 and shall come into operation on 26th September 2008.

Regulation 2

In this Notification —“acquirer” means a person who contracts with —

(a)

any operator of a bus service or rapid transit system service; or

(b)

any person maintaining or operating any parking place for the parking or housing of motor vehicles,to reimburse them for supplies to a user of a land transport payment card of services, accommodation or facilities made on the production of such a card;“land transport payment card” means a stored value card, token or other article the production of which (whether or not any other action is required) enables the lawful user thereof to discharge his obligation in respect of payment —

(a)

for the acquisition of services from any operator of a bus service or rapid transit system service;

(b)

for the acquisition of services, accommodation or facilities from any person maintaining or operating any parking place for the parking or housing of motor vehicles; and

(c)

of road-user charges within the meaning of Part IA of the Road Traffic Act (Cap. 276);“load agent” means a person who contracts with the holder of a stored value facility for a land transport payment card —

(a)

to receive, on behalf of the holder, payment from any lawful user of the land transport payment card intending to add value (by cash, credit card or debit card) to the stored value in the land transport payment card; and

(b)

to remit payments received under paragraph (a) to the holder of the stored value facility after deducting such service fees or charges as may be agreed between the person and that holder.

“acquirer” means a person who contracts with —

(a)

any operator of a bus service or rapid transit system service; or

(b)

any person maintaining or operating any parking place for the parking or housing of motor vehicles,to reimburse them for supplies to a user of a land transport payment card of services, accommodation or facilities made on the production of such a card;

(a)

for the acquisition of services from any operator of a bus service or rapid transit system service;

(b)

for the acquisition of services, accommodation or facilities from any person maintaining or operating any parking place for the parking or housing of motor vehicles; and

(c)

of road-user charges within the meaning of Part IA of the Road Traffic Act (Cap. 276);

(a)

to receive, on behalf of the holder, payment from any lawful user of the land transport payment card intending to add value (by cash, credit card or debit card) to the stored value in the land transport payment card; and

to remit payments received under paragraph (a) to the holder of the stored value facility after deducting such service fees or charges as may be agreed between the person and that holder.

Additional functions

The Minister for Transport hereby assigns to the Land Transport Authority of Singapore the following additional functions:

(a)

acting as an acquirer in Singapore with respect to any land transport payment card;

(b)

acting as a load agent in Singapore to enable any lawful user of a land transport payment card to add value in the land transport payment card; and

(c)

acting as a holder of the stored value facility for travel at concessionary rates on any bus service or rapid transit system service.
