Short title and commencement

This Act may be cited as the Police Force (Amendment) Act, 1967, and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.

Clause 2

Repeal and re-enactment of section 59

Section 59 of the Police Force Ordinance, 1958 (hereinafter in this Act referred to as “the Ordinance”) is hereby repealed and the following substituted therefor: —“Enrolment of members of Special Constabulary59.—

(1)

The Commissioner may enrol in the Special Constabulary —

(a)

any volunteer offering his services and desiring to serve as a member therein; and

(b)

any national serviceman upon whom a police enrolment notice has been served under section 13 of the National Service Ordinance, 1952 (M. Ord. 37 of 1952).(2) No volunteer who is not a citizen of Singapore shall be enrolled by the Commissioner under subsection (1) of this section without the approval of the Minister.”.

Clause 3

Amendment of section 60

Section 60 of the Ordinanee is hereby amended —

(a)

by re-numbering the existing section as subsection (1); and

(b)

by adding thereto the following new subsection: —“(2) No person who has been called up for national service in the Special Constabulary shall be discharged or dismissed under subsection (1) of this section except with the prior approval of the proper authority appointed under the National Service Ordinance, 1952 (M. Ord. 37 of 1952).”.

Clause 4

Repeal and re-enactment of section 61

Section 61 of the Ordinance is hereby repealed and the following substituted therefor: —“Oath or affirmation61.—

(1)

Every person enrolled under section 59 of this Ordinance shall take an oath or affirmation in such form as the Minister may prescribe before a gazetted officer of the Police Force.(2) Any person who fails to comply with the provisions of subsection (1) of this section shall be guilty of an offence and shall be liable on conviction to a fine not exceeding one thousand dollars or to imprisonment for a term not exceeding six months or to both such fine and imprisonment.”.

Amendment of section 63

Section 63 of the Ordinance is hereby amended by deleting the words “special police officer” appearing in the first line thereof and substituting therefor the word “volunteer”.

Clause 6

New section 67A

The Ordinance is hereby amended by inserting immediately after section 67 thereof the following new section: —“Penalty for failure to attend training or duty67A. Any person enrolled under paragraph (b) of subsection (1) of section 59 of this Ordinance who fails without reasonable excuse to attend any training and instruction or perform any duty which he is by virtue of regulations made under this Part from time to time required to attend or perform shall be guilty of an offence and shall be liable on conviction to a fine not exceeding five hundred dollars or to imprisonment for a term not exceeding six months or to both such fine and imprisonment.”.

Amendment of section 68

Section 68 of the Ordinance is hereby amended —

(a)

by inserting immediately after paragraph (h) thereof the following new paragraph: —“(i)duties and responsibilities of members called up for national service with the Special Constabulary;”; and

(b)

by re-lettering existing paragraph (i) as (j).
