Short title and commencement

This Act may be cited as the Road Traffic (Amendment) Act, 1972 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.(2) The Minister may appoint different dates for the coming into operation of the different provisions of this Act.

Clause 2

Amendment of section 8

Section 8 of the Road Traffic Act (hereinafter in this Act referred to as “the principal Act”) is hereby amended —

(a)

by deleting the words “on the date when the licence comes into operation” appearing in paragraph (a\) of subsection (9) thereof and substituting therefor the words “for the period of the licence”;

(b)

by deleting subsection (12) thereof and substituting therefor the following: —“(12) If any fee payable in respect of a licence for a vehicle remains unpaid after fourteen days from the date on which such licence should have been taken out, such additional fee as may be prescribed shall be payable.”; and

(c)

by deleting the words “If such amount and fee are not paid within the said period of ten days” appearing in subsection (13) thereof and substituting therefor the words “If any fee payable in respect of a licence for a vehicle remains unpaid after one month”.

New section 9A

The principal Act is hereby amended by inserting immediately after section 9 thereof the following section: —“Cancellation of registration9A. The Registrar may cancel the registration of a motor vehicle —

(a)

if no licence has been issued for the vehicle for a period exceeding three years;

(b)

if he is satisfied that the vehicle has been destroyed or become wholly unfit for further use or has been permanently removed from Singapore; or

(c)

if the vehicle exceeds the age limit prescribed for that class or description of vehicles.”.

Amendment of section 11

Section 11 of the principal Act is hereby amended by deleting the words “on the date when the licence comes into operation” appearing in paragraph (a) of subsection (4) thereof and substituting therefor the words “for the period of the licence”.

Section 17 of the principal Act is hereby amended by deleting the words “or in Malaysia” appearing in the first proviso thereto.

Amendment of section 52

Subsection (1) of section 52 of the principal Act is hereby amended —

(a)

by deleting the expression “, owned by the proprietor or governing body of a school and used exclusively for the conveyance of the pupils or staff of the school, or” appearing in the third, fourth, fifth and sixth lines of paragraph (b) thereof;

(b)

by inserting immediately after paragraph (e) thereof the following paragraph: —“(f)private hire buses; that is to say, public service vehicles having seating capacity for more than six persons (including the driver), which do not ply for hire on any road but are hired under a contract, express or implied, for the use of each such vehicle as a whole;”; and

(c)

by re-numbering the existing paragraphs (f) and (g) thereof as (g) and (h) respectively.
