Regulation 2

Controlled article

Rice of all descriptions is hereby declared to be a controlled article.

Regulation 3

Licence to import

No person shall import the controlled article mentioned in paragraph 2 into Singapore unless he has a valid licence issued by the Price Controller or a Deputy Price Controller or an Assistant Price Controller.

Regulation 4

Licence for wholesale dealing

No person shall carry on any wholesale dealing in the controlled article mentioned in paragraph 2 unless he has a valid licence issued by the Price Controller or a Deputy Price Controller or an Assistant Price Controller.

Regulation 5

Written permission to export

No person shall export the controlled article mentioned in paragraph 2 out of Singapore unless he has the prior written permission of the Price Controller or a Deputy Price Controller or an Assistant Price Controller.

Regulation 6

Power to exempt

The Price Controller or any Deputy Price Controller or Assistant Price Controller may in writing exempt any person from paragraph 3, 4 or 5.

Regulation 7

Licence to store

The Price Controller or any Deputy Price Controller or Assistant Price Controller may, in his discretion, issue licences upon such conditions as he thinks fit including conditions regarding place of storage and participation in any scheme to stockpile the controlled article mentioned in paragraph 2.

Regulation 8

Power to revoke licence

The Price Controller or any Deputy Price Controller or Assistant Price Controller may revoke the licence of any importer or wholesaler who contravenes this Order or who fails to comply with any of the conditions of the licence issued to him.

Regulation 9

Offence

Any person who contravenes paragraph 3, 4 or 5 shall be guilty of an offence under the Act and shall be liable to incur the penalties prescribed by section 16 of the Act.
