Section 9B(1) of the Act shall not apply to the following non-citizens who do not hold a valid passport from a country that is approved by the Minister under section 9B(2) of the Act and who arrive in Singapore (by air, sea or land) from a place outside Singapore:

(a)

a permanent resident of Singapore;

(b)

a member of such visiting force as the Minister may determine;

(c)

an airline crew member that, in the course of a journey on duty from a place outside Singapore to Singapore, or from a place outside Singapore to a place outside Singapore, calls at an authorised airport;

(d)

a non-citizen who holds a valid laissez-passer issued by the United Nations;

(e)

a non-citizen who holds a valid passport that is issued by the government of any foreign country specified in Part I of the Schedule, being the type of passport specified opposite that foreign country;

(f)

a non-citizen who holds a valid passport that is issued by the government of any foreign country specified in Part II of the Schedule, being the type of passport specified opposite that foreign country, and who is travelling to Singapore for an attendance not exceeding 30 days;

(fa)a non-citizen —

(i)

who —

(A)

holds a valid diplomatic, official or service passport issued by the government of the foreign country specified in Part IIA of the Schedule; and

(B)

is appointed to work in a diplomatic mission or consular office of the government of that foreign country, a trade economic mission or an international organisation, in Singapore;

(ii)

who —

(A)

is a spouse, or an unmarried child below 21 years of age, of a person mentioned in sub-paragraph (i);

(B)

is living in the same household of the person mentioned in sub-paragraph (i); and

(C)

holds a valid diplomatic, official or service passport issued by the government of the foreign country specified in Part IIA of the Schedule; or

(iii)

who —

(A)

holds a valid diplomatic, official or service passport issued by the government of the foreign country specified in Part IIA of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 90 days;

(fb)a non-citizen —

(i)

who —

(A)

holds a valid diplomatic passport issued by the government of the foreign country specified in Part IIB of the Schedule; and

(B)

is appointed to work in a diplomatic, consular or commercial mission or an international organisation, in Singapore;

(ii)

who —

(A)

is a spouse, or an unmarried child below 21 years of age, of a person mentioned in sub-paragraph (i);

(B)

is living in the same household of the person mentioned in sub-paragraph (i); and

(C)

holds a valid diplomatic passport issued by the government of the foreign country specified in Part IIB of the Schedule; or

(iii)

who —

(A)

holds a valid diplomatic passport issued by the government of the foreign country specified in Part IIB of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 90 days;

(g)

a non-citizen who is —

(i)

duly accredited to Singapore as a diplomatic or consular representative of the government of any foreign country specified in Part III of the Schedule, and who holds a valid diplomatic passport, official passport, service passport or public affairs passport issued by the government of that foreign country;

(ia)a person appointed to work in a diplomatic or consular mission of the government of any foreign country specified in Part IV of the Schedule, and who holds a valid diplomatic passport, service passport or public affairs passport issued by the government of that foreign country;

(ib)a representative of the government of any foreign country specified in Part IV of the Schedule in any international organisation in Singapore, and who holds a valid diplomatic passport, service passport or public affairs passport issued by the government of that foreign country;

(ii)

a staff member of any diplomatic or consular representative of the government of any foreign country referred to in sub-paragraph (i), and who holds a valid diplomatic passport, official passport, service passport or public affairs passport issued by the government of that foreign country; (iii)a spouse or dependent child of the diplomatic or consular representative or staff thereof referred to in sub-paragraph (i) or (ii); or (iv)a spouse, or an unmarried child below the age of 18 years, of a person referred to in sub-paragraph (ia) or a representative in an international organisation referred to in sub-paragraph (ib), as the case may be, and who is living in the same household of that person or representative, as the case may be;

(ga)a non-citizen —

(i)

who —

(A)

holds a valid diplomatic passport that is issued by a government of the foreign country specified in Part V of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 90 days;

(ii)

who —

(A)

is a person appointed to work in a diplomatic or consular mission of the government of the foreign country specified in Part V of the Schedule; and

(B)

holds a valid diplomatic passport issued by the government of that foreign country;

(iii)

who —

(A)

is a representative of the government of the foreign country specified in Part V of the Schedule in any international organisation in Singapore; and

(B)

holds a valid diplomatic passport issued by the government of that foreign country; or

(iv)

who —

(A)

is a spouse, or an unmarried child below the age of 18 years, of a person referred to in sub-paragraph (ii) or a representative who is referred to in sub-paragraph (iii), as the case may be;

(B)

is living in the same household of that person referred to in sub-paragraph (ii) or that representative who is referred to in sub-paragraph (iii), as the case may be; and

(C)

holds a valid diplomatic passport issued by the government of the foreign country specified in Part V of the Schedule;

(gb)a non-citizen —

(i)

who —

(A)

holds a valid diplomatic or official passport issued by the government of the foreign country specified in Part VI of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 90 days;

(ii)

who —

(A)

is a staff member of any diplomatic or consular mission of the government of the foreign country specified in Part VI of the Schedule; and

(B)

holds a valid diplomatic or official passport issued by the government of that foreign country;

(iii)

who —

(A)

is a representative of the government of the foreign country specified in Part VI of the Schedule in any international organisation in Singapore; and

(B)

holds a valid diplomatic or official passport issued by the government of that foreign country; or

(iv)

who —

(A)

is a spouse, or an unmarried child below the age of 21 years, of a staff member referred to in sub‑paragraph (ii) or of a representative referred to in sub‑paragraph (iii), as the case may be; and

(B)

holds a valid diplomatic or official passport issued by the government of the foreign country specified in Part VI of the Schedule;

(gc)a non-citizen —

(i)

who —

(A)

holds a valid diplomatic or official passport issued by the government of the foreign country specified in Part VII of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 90 days;

(ii)

who —

(A)

is an assigned member of any diplomatic mission or consular office of the government of the foreign country specified in Part VII of the Schedule; and

(B)

holds a valid diplomatic or official passport issued by the government of that foreign country;

(iii)

who —

(A)

is a representative of the government of the foreign country specified in Part VII of the Schedule in any international organisation in Singapore; and

(B)

holds a valid diplomatic or official passport issued by the government of that foreign country; or

(iv)

who —

(A)

is a spouse, or an unmarried child below the age of 21 years, of an assigned member referred to in sub‑paragraph (ii) or of a representative referred to in sub‑paragraph (iii), as the case may be;

(B)

is living in the same household as the assigned member or the representative, as the case may be; and

(C)

holds a valid diplomatic or official passport issued by the government of the foreign country specified in Part VII of the Schedule;

(gd)a non-citizen —

(i)

who —

(A)

holds a valid diplomatic passport issued by the government of the foreign country specified in Part VIII of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 30 days;

(ii)

who —

(A)

is a person appointed to work in a diplomatic mission or consular post of the government of the foreign country specified in Part VIII of the Schedule; and

(B)

holds a valid diplomatic passport issued by the government of that foreign country;

(iii)

who —

(A)

is a representative of the government of the foreign country specified in Part VIII of the Schedule in any international organisation in Singapore; and

(B)

holds a valid diplomatic passport issued by the government of that foreign country; or

(iv)

who —

(A)

is a spouse, or an unmarried child below the age of 21 years, of an appointed person referred to in sub‑paragraph (ii) or of a representative referred to in sub‑paragraph (iii), as the case may be;

(B)

is living in the same household as the appointed person or the representative, as the case may be; and

(C)

holds a valid diplomatic passport issued by the government of the foreign country specified in Part VIII of the Schedule;

(ge)a non‑citizen —

(i)

who —

(A)

holds a valid diplomatic or service passport issued by the government of the foreign country specified in Part IX of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 90 days;

(ii)

who —

(A)

is a person appointed to work in a diplomatic mission or consular office of the government of the foreign country specified in Part IX of the Schedule; and

(B)

holds a valid diplomatic or service passport issued by the government of that foreign country;

(iii)

who —

(A)

is a representative of the government of the foreign country specified in Part IX of the Schedule in any international organisation in Singapore; and

(B)

holds a valid diplomatic or service passport issued by the government of that foreign country; or

(iv)

who —

(A)

is a spouse, or an unmarried child below the age of 21 years, of an appointed person referred to in sub‑paragraph (ii) or of a representative referred to in sub‑paragraph (iii), as the case may be;

(B)

is living in the same household as the appointed person or the representative, as the case may be; and

(C)

holds a valid diplomatic or service passport issued by the government of the foreign country specified in Part IX of the Schedule;

(gf)a non-citizen —

(i)

who —

(A)

is a person appointed to work in a diplomatic mission or consular office of the government of the foreign country specified in Part X of the Schedule; and

(B)

holds a valid diplomatic, official or service passport issued by the government of that foreign country;

(ii)

who —

(A)

is a person accredited to an international organisation in Singapore; and

(B)

holds a valid diplomatic, official or service passport issued by the government of the foreign country specified in Part X of the Schedule; or

(iii)

who —

(A)

is a spouse, or an unmarried child below the age of 21 years, of an appointed person referred to in sub‑paragraph (i) or of an accredited person referred to in sub‑paragraph (ii), as the case may be;

(B)

is living in the same household as the appointed person or the accredited person, as the case may be; and

(C)

holds a valid diplomatic, official or service passport issued by the government of the foreign country specified in Part X of the Schedule;

(gg)a non‑citizen (excluding a non‑citizen holding a pass that entitles him or her to enter Singapore multiple times) who —

(i)

holds a valid ordinary passport issued by the government of the People’s Republic of China; and

(ii)

is travelling to Singapore for an attendance not exceeding 30 days;

(gh)a non-citizen —

(i)

who —

(A)

holds a valid diplomatic, official or service passport issued by the government of any foreign country specified in Part XI of the Schedule; and

(B)

is travelling to Singapore for an attendance not exceeding 30 days;

(ii)

who —

(A)

is duly accredited to Singapore as a diplomatic or consular representative of the government of any foreign country specified in Part XI of the Schedule; and

(B)

holds a valid diplomatic, official or service passport issued by the government of that foreign country;

(iii)

who —

(A)

is accredited to an international organisation in Singapore; and

(B)

holds a valid diplomatic, official or service passport issued by the government of any foreign country specified in Part XI of the Schedule; or

(iv)

who —

(A)

is a spouse, or an unmarried child below 21 years of age, of a person mentioned in sub-paragraph (ii) or (iii);

(B)

is living in the same household of the person mentioned in sub-paragraph (ii) or (iii); and

(C)

holds a valid diplomatic, official or service passport issued by the government of the same foreign country that issued the passport mentioned in sub-paragraph (ii) or (iii) to the person mentioned in that sub-paragraph;

(h)

[Deleted by S 196/2025 wef 27/03/2025](i)any head of state of a foreign country who is a guest of the Government;

(j)

a non-citizen arriving in Singapore in special circumstances and where an emergency has affected the non-citizen’s ability to apply for a Singapore visa.

Section 9B(1) of the Act does not apply to a non-citizen who arrives in Singapore (by air, sea or land) from a place outside Singapore —

(a)

who —

(i)

holds a valid diplomatic or official passport issued by the government of the Federative Republic of Brazil; and

(ii)

is travelling to Singapore for an attendance not exceeding 30 days;

(b)

who —

(i)

is duly accredited to Singapore as a diplomatic or consular representative of the Federative Republic of Brazil; and

(ii)

holds a valid diplomatic or official passport issued by the government of the Federative Republic of Brazil; or

(c)

who —

(i)

is a spouse, or an unmarried child below 21 years of age, of a person referred to in sub-paragraph (b); (ii)is living in the same household of that person referred to in sub-paragraph (b); and

(iii)

holds a valid diplomatic or official passport issued by the government of the Federative Republic of Brazil.

For the purposes of sub‑paragraphs (1)(fa)(i), (fb)(i), (g)(ib) and (iv), (ga)(iii), (gb)(iii), (gc)(iii), (gd)(iii), (ge)(iii), (gf)(ii) and (gh)(iii), “international organisation” means —

(a)

an organisation declared by an order of the President under section 2 of the International Organisations (Immunities and Privileges) Act 1948 to be an organisation of which the Government and the government or governments of one or more foreign sovereign Powers are members; or

(b)

a person or, a person who belongs to a class of persons, referred to in section 6(3) of the Diplomatic and Consular Relations Act 2005.
