Subregulation 1
Subject to paragraph (2), every motor vehicle shall be equipped with a braking system, which may be one of the systems prescribed in rule 12, other than paragraph (2) thereof, so designed and constructed that it can at all times be set so as effectually to prevent 2 at least, or in the case of a vehicle with only 3 wheels one of the wheels from revolving when the vehicle is not being driven or is left unattended.
Subregulation 2
Nothing in paragraph (1) shall apply to a two-wheeled motor cycle with or without a side-car attached.
