Citation and commencement
This Order is the Road Traffic (Temporary Private Hire Cars — Exemption) Order 2017 and comes into operation on 20 June 2017.
Definitions
In this Order —“permitted hours” means the period —
starting from 7 p.m. on a Friday and ending at 7 a.m. on the Monday immediately following; or
starting from 7 p.m. on the eve of a public holiday and ending at 7 a.m. on the first day (which is not a public holiday) following that public holiday;“self‑drive private hire car” means a motor car that —
does not ply for hire on any road; and
is hired, or made available for hire, under a contract (express or implied) for use as a whole by a hirer, or any other person authorised by the hirer in the contract, to drive the car personally.
“permitted hours” means the period —
starting from 7 p.m. on a Friday and ending at 7 a.m. on the Monday immediately following; or
starting from 7 p.m. on the eve of a public holiday and ending at 7 a.m. on the first day (which is not a public holiday) following that public holiday;
“self‑drive private hire car” means a motor car that —
does not ply for hire on any road; and
is hired, or made available for hire, under a contract (express or implied) for use as a whole by a hirer, or any other person authorised by the hirer in the contract, to drive the car personally.
Exemption from public service vehicle licence
Section 101 of the Act does not apply to any private motor car when used temporarily as a self‑drive private hire car during the permitted hours in accordance with all of the following conditions:
the motor car is hired out by its registered owner to another (called the hirer) for use as a self‑drive private hire car;
the motor car is used by the hirer as a self‑drive private hire car only;
there is in force a policy of insurance in relation to the use of that motor car as a self‑drive private hire car.
Exemption from hiring rates control
Section 106 of the Act does not apply to the registered owner of a private motor car who makes available for hire the private motor car for use as a self‑drive private hire car in accordance with paragraph 3.
Exemption from need for vocational licence
Section 110(1)(a) of the Act does not apply to any person who uses a private motor car as a self‑drive private hire car in accordance with paragraph 3.
Revocation
The Road Traffic (Temporary Private Hire Cars for Use during Weekends and Public Holidays) (Exemption) Order 1996 (G.N. No. S 348/1996) is revoked.
