—(1) The Authority may, in such manner as it thinks fit, publish a Manual of Standards — Meteorological Service for International Air Navigation containing such standards, recommended practices and guidance material relating to aeronautical meteorological services as it may determine to be applicable in Singapore.(2) Any person who provides meteorological services for international air navigation shall comply with the standards specified in the Manual of Standards — Meteorological Service for International Air Navigation published under sub-paragraph (1).(3) The Authority shall have the right of access at all reasonable times to any meteorological facilities and personnel, for the purpose of carrying out any audit, inspection or investigation in relation to any requirement contained in the Manual of Standards — Meteorological Service for International Air Navigation published under sub-paragraph (1).(4) The Authority shall have the power to inspect and copy any document or record, for the purposes of carrying out any such audit, inspection or investigation, or to ascertain if there is, or has been, a contravention of the Manual of Standards — Meteorological Service for International Air Navigation published under sub-paragraph (1).(5) The Authority may, if the circumstances require, exempt any person who provides meteorological services for international air navigation, either absolutely or subject to such conditions as it thinks fit, from any but not all of the provisions of the Manual of Standards — Meteorological Service for International Air Navigation.
