Subject to rule 4, there shall be paid to the Controller of Residential Property, in respect of the matters specified in the first column of the Schedule, the fees specified opposite thereto in the second column thereof.

The Controller may, in his discretion, remit or refund, wholly or in part, any fee paid or payable under these Rules.
