the Edusave Scholarship for Independent Schools;

the Edusave Scholarships for Primary Schools;

the Edusave Merit Bursaries and Community Education Award Scheme;

the Edusave Good Progress Awards; (i)the Edusave Awards for Achievement, Good Leadership and Service; (j)the Achievement Awards for Special Education Schools; (k)the Edusave Character Award;

the Edusave Skills Award.

the pupil holding any other scholarship, bursary or award from the Ministry or any public or private body; or

the pupil receiving any study grant or financial assistance from the Ministry or any public or private body.

is —

enrolled in any Government school, Government‑aided school, independent school, Government junior college or Government‑aided junior college; or

a full-time pupil of the Institute of Technical Education or enrolled in a specified educational institution;

is a citizen of Singapore;

being a pupil mentioned in sub-paragraph (a)(i) —

has attained at least a good grade for conduct in that academic year; and

has demonstrated leadership qualities, service to community and schools, excellence in non‑academic activities, or future‑ready competencies, as determined by the educational institution in which the pupil is enrolled; and

being a pupil mentioned in sub-paragraph (a)(ii) —

has demonstrated good conduct, as determined by the Institute of Technical Education or the specified educational institution; and

has demonstrated leadership qualities, service to community and schools, or excellence in non‑academic activities, as determined by the educational institution in which the pupil is enrolled.

no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 37(1)(a)(i); or

no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 37(1)(a)(ii).

the pupil is a citizen of Singapore or becomes a citizen of Singapore in that year;

the pupil has sat for the Primary School Leaving Examination in the previous year and has obtained the qualifying aggregate score in the Primary School Leaving Examination in that year;

the pupil is enrolled in an independent school —

for the pupil’s secondary education only; or

for the pupil’s secondary and pre-university education.

the pupil is a citizen of Singapore or becomes a citizen of Singapore in that year;

the pupil is not the holder of any other academic award in that year;

the pupil is enrolled in an independent school for the pupil’s pre-university education;

the pupil —

has demonstrated consistently good academic performance for the duration of the pupil’s education at the secondary three and secondary four levels of the integrated programme that the pupil is enrolled in, as determined by the independent school the pupil is enrolled in for the pupil’s pre-university education; or

has sat for the GCE ‘O’ Level Examination in the previous year and stands among the 5% of all pupils who have sat for the GCE ‘O’ Level Examination in that year and obtained the best aggregate scores.

where the pupil is in the Express stream — from the pupil’s best grades for the relevant subjects across up to 2 sittings of the GCE ‘O’ Level Examination; or

where the pupil is in the Normal (Academic) stream — from the pupil’s best grades for the relevant subjects across up to 3 consecutive sittings of the GCE ‘O’ Level Examination.

where the pupil is enrolled for the pupil’s secondary education only, for the duration of that secondary education up to a maximum period of 4 years starting from the time of the award; or

where the pupil is enrolled for the pupil’s secondary and pre-university education, for the duration of that secondary and pre-university education up to a maximum period of 6 years starting from the time of the award.

where the pupil is enrolled for the pupil’s secondary education only, for the duration of that secondary education up to a maximum period of 2 years starting from the time of the award; or

where the pupil is enrolled for the pupil’s secondary and pre-university education, for the duration of that secondary and pre-university education up to a maximum period of 4 years starting from the time of the award.

the scholarship awarded to the pupil will not be paid to the independent school (except leave of absence fees, if any) for the duration of the pupil’s leave of absence or medical leave; and

the tenure of the Edusave Scholarship for Independent Schools awarded to the Edusave (Independent Schools) Scholar under regulation 5, 6 or 7 will be extended for the duration of the pupil’s secondary education, secondary and pre-university education, or pre-university education, as the case may be, as extended by that leave of absence or medical leave.

has left the independent school before completing the Scholar’s secondary education, secondary and pre-university education, or pre-university education, as the case may be, and the Scholar has not transferred to another independent school;

has failed to progress to the next level of studies in the independent school for any reason other than the Scholar —

taking a leave of absence under a leave of absence scheme offered by the independent school; or

being on medical leave;

has made such poor or unsatisfactory academic progress as to warrant the termination of the award of the Edusave Scholarship for Independent Schools to the Scholar;

has behaved in such a manner as to make it undesirable that the Scholar should continue to hold the Scholarship; or

by reason of death, illness or injury, has become unable to complete the Scholar’s secondary education, secondary or pre-university education, or pre-university education, as the case may be.

is enrolled in a Government secondary school, Government-aided secondary school, Government junior college, Government-aided junior college or specified educational institution for his secondary education;

is a citizen of Singapore;

if the pupil —

is a relevant pupil — has obtained the qualifying score in the relevant assessments; or

is not a relevant pupil — is ranked in the top 10% of all pupils in the pupil’s level and course based on each pupil’s average rank for that year; and

has attained at least a good grade for conduct in that year.

is enrolled in primary five or six in a Government primary school or a Government-aided primary school;

is a citizen of Singapore;

has attained at least a good grade for conduct in that year.

he is —

enrolled in any Government school, Government‑aided school, independent school, Government junior college, Government-aided junior college or specified educational institution; or

a full-time pupil of any polytechnic or the Institute of Technical Education;

he is a citizen of Singapore;

he is living in a household of which —

the average gross monthly household income does not exceed $9,000; or

the average per capita gross monthly household income does not exceed $2,250;

being a pupil mentioned in sub-paragraph (a)(i) —

he has attained at least a good grade for conduct in that year; (ii)if the pupil is enrolled at the primary level or the pre‑university level — the pupil has obtained the qualifying score in the relevant assessments; and

if the pupil is enrolled at the secondary level and —

is a relevant pupil — the pupil has obtained the qualifying score in the relevant assessments; or

is not a relevant pupil — the pupil is ranked in the top 25% of all pupils in the pupil’s level and course based on each pupil’s average rank for that year; and

being a pupil mentioned in sub-paragraph (a)(ii) —

he has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil; and

he has obtained the qualifying score in the relevant assessments.

every pupil (other than an applicable pupil) who satisfies regulation 30(1); or

subject to paragraph (3), every applicable pupil who satisfies regulation 30A.

not later than 30 June in the following academic year, in the case of a pupil mentioned in regulation 30(1)(a)(i) or an applicable pupil mentioned in regulation 30A; or

not later than 31 December in the following academic year, in the case of a pupil mentioned in regulation 30(1)(a)(ii).

the parent or guardian of a pupil or an applicable pupil may submit to an authorised officer any information relating to the gross monthly household income or the per capita gross monthly household income of the household in which the pupil or applicable pupil (as the case may be) lives; and

an authorised officer may make any inquiries of the parent or guardian or request the parent or guardian to provide any document or further information, in relation to the information submitted under sub-paragraph (a), that the authorised officer thinks fit.

reside in that constituency or division;

are in need of financial assistance for their education; and

do not qualify for any scholarship, bursary or award established under regulation 4(1),the income of the Endowment Fund may be paid out and expended, under section 6(1)(d) of the Act, for the provision of contributions to the bursary established by the Citizens’ Consultative Committee.

must not exceed 15% of the amount of the Edusave Merit Bursaries awarded in that financial year; but(b)subject to sub‑paragraph (a), is to be determined by the Minister.

is —

being a pupil mentioned in sub-paragraph (a)(i) —

has demonstrated a substantial improvement, as determined by the educational institution in which he is enrolled, in the relevant assessments;

has attained at least a good grade for conduct in that academic year; and

has demonstrated a substantial improvement in the relevant pupil’s attitudes, traits and behaviours towards learning during that academic year, as determined by the Government primary school or Government‑aided primary school the relevant pupil is enrolled in; and

being a pupil mentioned in sub-paragraph (a)(ii) —

has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil; and

has demonstrated a substantial improvement, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil, in the relevant assessments.

in the case of a pupil mentioned in paragraph (1)(a)(i) —

a pupil who, in the previous academic year, was not a pupil of the educational institution (excluding a pupil enrolled at the secondary one level or pre university one level at the educational institution);

a pupil in primary one;

a pupil who failed to progress to the next level of studies from the previous academic year; or

a pupil who, in the previous academic year, was studying in a different course;

a pupil who, in the previous academic year, was not a full‑time pupil of the polytechnic;

a pupil who is studying in the first academic year of his course, in the polytechnic; or

a pupil who failed to progress to the next level of studies from the previous academic year;

in the case of a pupil of the Institute of Technical Education —

a pupil who, in the previous academic year, was not a full-time pupil of the Institute of Technical Education (excluding a pupil who is studying in the first academic year of his Nitec course or Higher Nitec course); or

a pupil who failed to progress to the next level of studies from the previous academic year.

is enrolled in an integrated programme in a secondary school or junior college; and

is undergoing secondary education in that secondary school or junior college,will not be eligible for an Edusave Good Progress Award in the first academic year that he is enrolled in the integrated programme, unless the principal of that secondary school or junior college determines, in accordance with such guidelines as the Minister may issue, that there is an appropriate basis for comparing the pupil’s rankings in the relevant assessments conducted in that academic year and the previous academic year.

no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 35(1)(a)(i) or a relevant pupil in regulation 35(1)(a)(ia); or

no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 35(1)(a)(ii).

no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 38C(a)(i); or

no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 38C(a)(ii).

no later than 30 June in the following academic year, in the case of a pupil of a specified educational institution; or

no later than 31 December in the following academic year, in the case of a pupil of a polytechnic or the Institute of Technical Education.
