Citation and commencement
These Regulations are the Tobacco and Vaporisers Control (Urine Specimens and Urine Tests) Regulations 2026 and come into operation on 1 May 2026.
Definitions
In these Regulations —“DSO National Laboratories” means the company incorporated under the Companies Act 1967 as DSO National Laboratories (UEN 199701777M);“enforcement officer” means —
an authorised officer appointed under section 19 of the Act;
a supervising officer appointed under section 19A(2) of the Act; or
a serviceman in the Singapore Armed Forces who is appointed by the Minister as an enforcement officer under section 19J(3) of the Act.
“DSO National Laboratories” means the company incorporated under the Companies Act 1967 as DSO National Laboratories (UEN 199701777M);
“enforcement officer” means —
an authorised officer appointed under section 19 of the Act;
a supervising officer appointed under section 19A(2) of the Act; or
a serviceman in the Singapore Armed Forces who is appointed by the Minister as an enforcement officer under section 19J(3) of the Act.
Collection of urine specimens
Every person who is required to provide his or her urine specimen for urine tests under section 19J or 19R(5)(b) of the Act (called in these Regulations a subject), and every enforcement officer who collects the urine specimen, must do so in accordance with the First Schedule.
Collection and delivery of security boxes
Every person involved in the collection and delivery of urine specimens deposited in security boxes must do so in accordance with the Second Schedule.
No person may have possession of the key to any security box unless the person is authorised to do so by —
the Permanent Secretary to the Ministry of Health;
the Chief Executive; or
the Chief Executive Officer of the DSO National Laboratories.
Urine test
Where a subject’s urine specimens are sent to the Health Sciences Authority for urine tests, the Chief Executive must arrange for each of the 2 urine specimens to be tested by a different officer.
Where a subject’s urine specimens are sent to the DSO National Laboratories for urine tests, the Chief Executive Officer of the DSO National Laboratories must arrange for each of the 2 urine specimens to be tested by a different officer.
The results of the 2 urine tests mentioned in paragraph (1) or (2) (as the case may be) must be sent to the enforcement officer in charge of the subject’s case.
