Authorised piers and places for discharging or loading cargo

Subregulation 1

No owner, agent, master or person-in-charge of a vessel may discharge cargo from the vessel onto any pier or place except —

(a)

at piers and places specified in the Customs (Authorised Piers and Places) Regulations 2011 (G.N. No. S 708/2011); and

(b)

at such other places approved by the Authority, from time to time, for the purpose,and except under such conditions as the Authority thinks fit to impose.

No owner, agent, master or person-in-charge of a vessel may load, or cause to be loaded, cargo from any pier or place onto the vessel except —

(a)

at piers and places authorised for such purposes under the Customs (Authorised Piers and Places) Regulations 2011; and

(b)

at such other places approved by the Authority, from time to time, for the purpose,and except under such conditions as the Authority thinks fit to impose.

Subregulation 3

A person who, having requested that a place be approved for the purposes of paragraph (2), is aggrieved by the refusal of the Authority to give its approval, may refer the matter to the Minister whose decision is final.

No owner of any pier or place may permit the loading or discharging of cargo from that pier or place unless that pier or place —

(a)

is specified in the Customs (Authorised Piers and Places) Regulations 2011; or

(b)

is approved by the Authority pursuant to this regulation.
