Regulation 1

These Rules may be cited as the Sijil Kemuliaan (The Certificate of Honour) Rules 1996 and shall come into operation on 2nd August 1996.

The Sijil Kemuliaan or the Certificate of Honour shall consist of a scroll bearing the Coat of Arms of the State of Singapore and the signature and seal of the President.

Subregulation 1

Certificates of Honour shall ordinarily only be awarded to persons who are citizens of Singapore, but in special circumstances, Honorary Certificates of Honour may be awarded to persons who are not citizens of Singapore.

Not more than 6 Certificates of Honour, including Honorary Certificates of Honour, shall be awarded in any one year.

Recipients of a Certificate of Honour shall be entitled to wear a silver badge known as the Badge of Honour, bearing on the obverse side the State Arms in full colour on a white enamelled shield encircled by interlocking serrations circumscribed by a laurel wreath on the top and a scroll bearing the words “SIJIL KEMULIAAN” below. The reverse side shall bear a crescent and 5 stars.

The Badge shall be worn on the left side of the outer garment suspended by a ribbon. The ribbon shall be red with a white centre band and a white stripe to each side.

The award to a person of the Certificate of Honour or the Honorary Certificate of Honour shall be published in the Gazette and a register of such names shall be kept in the office of the Prime Minister.

Regulation 8

At the first convenient date after such notification, the recipient of a Certificate of Honour shall, on a ceremonial occasion, be invested with the Badge of Honour together with the scroll of a Certificate of Honour by the President.

A recipient of a Certificate of Honour may be deprived of it by the President if he is found guilty of misconduct or disloyalty to Singapore but the President shall also have power to restore the Certificate to him.

Notification No. S 86 published in the Subsidiary Legislation Supplement to the Gazette of 19th April 1962 in so far as it relates to the Rules governing the award of the Sijil Kemuliaan (The Certificate of Honour) (hereafter referred to as the revoked Rules) is cancelled.

Subregulation 2

Suggest a correction

Any person to whom the Certificate of Honour has been awarded under the revoked Rules is deemed to have been awarded the Certificate of Honour under these Rules.
