Regulation 1
These Rules may be cited as the Pingat Jasa Gemilang (The Meritorious Service Medal) Rules 1996 and shall come into operation on 2nd August 1996.

Regulation 2
The Medal shall be designated and styled the Pingat Jasa Gemilang or the Meritorious Service Medal.
Regulation 3
Subregulation 1
The Medal may be awarded to any person who has performed, within Singapore, service of conspicuous merit characterised by resource and devotion to duty, including long service marked by exceptional ability, merit and exemplary conduct.
Subregulation 2
In exceptional circumstances, the Medal may be awarded to any person who has performed, outside Singapore, service of conspicuous merit characterised by resource and devotion of duty, including service marked by exceptional ability, merit and exemplary conduct.
Regulation 4
The Medal shall be silver-gilt having, on the obverse side, a rhomboid artifice superimposed upon a multi-perforated base. In the centre of the artifice, there shall be a shield bearing a crescent and 5 stars and below it a scroll with the inscription “PINGAT JASA GEMILANG”. The reverse side of the Medal shall bear the State Arms.
Regulation 5
The Medal shall be of the design as set out in the Schedule.
Regulation 6
The Medal shall be worn on the left side of the outer garment suspended by a ribbon. The ribbon shall be grey with a red centre band flanked on each side by a white stripe and a thin red stripe.
Regulation 7
The names of the persons to whom the Medal is awarded shall be published in the Gazette and a register of such names shall be kept in the office of the Prime Minister.
Regulation 8
The President may forfeit any Medal awarded to any person under these Rules if the person is convicted of a criminal offence or is guilty of misconduct or disloyalty to Singapore.
Regulation 9
Subregulation 1
Notification No. S 86 published in the Subsidiary Legislation Supplement to the Gazette of 19th April 1962 in so far as it relates to the Rules governing the award of the Pingat Jasa Gemilang (The Meritorious Service Medal) (hereafter referred to as the revoked Rules) is cancelled.
Subregulation 2
Any person to whom the Meritorious Service Medal has been awarded under the revoked Rules is deemed to have been awarded the Medal under these Rules.
