Citation and commencement
These Regulations are the Control of Vectors and Pesticides (Specified Mosquito Control Work — Exemption) Regulations 2026 and come into operation on 1 April 2026.
Definitions
In these Regulations —“mosquito surveillance trap” means any installation, device, equipment, system or other thing, whether electronic or otherwise, that has the capability to trap any mosquito within or in the immediate vicinity of any premises, for the purpose of —
observing, monitoring, detecting or recording the presence or activity of any such mosquito;
collecting any such mosquito; or
counting any such mosquito;“specified mosquito control technician” means a person who, for reward or under a contract of employment, carries out or supervises the carrying out of any specified mosquito control work;“specified mosquito control work” means any of the following works carried out for the purpose of the destruction, or the prevention of the propagation, of mosquitos:
the release of any male Wolbachia‑Aedes mosquito;
the deployment or maintenance of any mosquito surveillance trap that does not require the use of any pesticide;“specified mosquito control worker” means any person who, for reward or under a contract of employment, carries out any specified mosquito control work under the supervision of a vector control technician.

Persons exempt from registration as vector control operators
Section 24(a) of the Act does not apply to a person (A) in relation to any specified mosquito control work that A undertakes or engages in in the course of any trade or business.
Section 24(b) of the Act does not apply to a person (B) in relation to any advertisement by B or holding out by B that B is a person who, in the course of any trade or business, undertakes or engages in specified mosquito control work.
Persons exempt from licensing as vector control technicians
Section 25 of the Act does not apply to a person (C) insofar as C acts as or carries out the work of a specified mosquito control technician.
Persons exempt from certification as vector control workers
Section 26 of the Act does not apply to a person (D) insofar as D acts as or carries out the work of a specified mosquito control worker.
Exemption for registered vector control operators in relation to specified mosquito control work
Section 27 of the Act does not apply to a registered vector control operator (E) in relation to any employment or engagement by E of any person to carry out the work of a specified mosquito control technician or specified mosquito control worker.
Exemption for vector control technicians in relation to specified mosquito control work
Section 28 of the Act does not apply to a vector control technician (F) insofar as F allows any person to assist him or her, or to partake, in the carrying out of any specified mosquito control work.
