Regulation 1

Citation and commencement

These Rules may be cited as the Pingat Perkhidmatan Operasi Home Team (Home Team Operational Service Medal) Rules 2014 and shall come into operation on 1st August 2014.

Regulation 2

Definitions

In these Rules, unless the context otherwise requires —“Deputy Secretary” means a Deputy Secretary of the Ministry of Home Affairs;“Head of Home Team Agency” means any of the following officers:

(a)

the Commissioner of Police;

(b)

the Commissioner of Civil Defence;

(c)

the Commissioner of Prisons;

(d)

the Commissioner of Immigration & Checkpoints Authority;

(e)

the Director of the Internal Security Department;

(f)

the Director of the Central Narcotics Bureau;

(g)

the Chief Executive of the Home Team Academy;

(h)

the Chief Executive of the Casino Regulatory Authority of Singapore;

(i)

the chief executive officer of the Singapore Corporation of Rehabilitative Enterprises;“Permanent Secretary” means the Permanent Secretary of the Ministry of Home Affairs;“reckonable service” means full-time or part-time service (whether or not full-time national service, operationally ready national service, regular service, mobilised service or voluntary service) as —

(a)

a member of —

(i)

the Singapore Police Force raised and maintained under the Police Force Act (Cap. 235);

(ii)

the Singapore Civil Defence Force raised and maintained under the Civil Defence Act (Cap. 42);

(iii)

the Special Constabulary constituted under the Police Force Act; or

(iv)

the Vigilante Corps raised and maintained under the Vigilante Corps Act (Cap. 343);

(b)

a public officer holding a post in —

(i)

the Central Narcotics Bureau;

(ii)

the Home Team Academy of the Ministry of Home Affairs;

(iii)

the Internal Security Department;

(iv)

the Immigration & Checkpoints Authority; or

(v)

the Singapore Prisons Department; or

(c)

an employee or a member of any of the following statutory bodies:

(i)

the Casino Regulatory Authority of Singapore established under the Casino Control Act (Cap. 33A);

(ii)

the Singapore Corporation of Rehabilitative Enterprises established under the Singapore Corporation of Rehabilitative Enterprises Act (Cap. 298).

Regulation 3

Designation of Medal

There shall be a medal designated and styled the Pingat Perkhidmatan Operasi Home Team (Home Team Operational Service Medal) (referred to in these Rules as the Medal).

Regulation 4

Award of Medal and Bar

Subregulation 1

Suggest a correction

The Medal may be awarded to an individual who demonstrated an act of bravery and placed himself or herself at substantial risk of personal injury —

(a)

in the performance of reckonable service; or

(b)

in saving (or attempting to save) human life or property in hazardous circumstances or a hazardous environment, whether or not in the performance of reckonable service.

A Bar may be awarded to any individual who renders the service specified in paragraph (1), if that individual has already been awarded the Medal for the service specified in paragraph (1) on a different occasion.

The Permanent Secretary may, in his discretion and whether or not with regard to the recommendation of the Deputy Secretary or the relevant Head of Home Team Agency, determine —

(a)

whether any occasion qualifies as one for which the Medal or a Bar may be awarded; and

(b)

who to award the Medal or Bar to.

The Medal or Bar may be awarded posthumously.

Regulation 5

Description of Medal

The Medal shall consist of a 5-petalled shape in 925 sterling silver.

The Medal shall measure 36 mm in width and 3 mm in thickness.

The obverse side of the Medal shall bear the Singapore Coat‑of‑Arms with the words “Home Team” inscribed above the Coat‑of‑Arms and the word “SINGAPORE” inscribed beneath the Coat‑of‑Arms.

The reverse side of the Medal shall bear a map of Singapore partially encircled by the inscription “FOR OPERATIONAL SERVICE”.

The Medal shall be of the design set out in Schedule.

The Medal shall be inscribed with the name and year of the operation in respect of which that Medal was awarded.

Description of Bar

The Bar shall be represented by a clasp, which —

(a)

shall be in 925 sterling silver;

(b)

shall measure 34 mm in width and 7 mm in length; and

(c)

shall be attached to the ribbon by which the Medal is suspended.

Each Bar shall be inscribed with the name and year of the operation in respect of which that Bar was awarded.

Wearing of Medal and Bar

The Medal shall be worn by its recipient on the left side of the outer garment, suspended by a ribbon measuring 35 mm in width and 50 mm in length.

There shall be at the centre of the ribbon a 17 mm wide vertical dark blue stripe bisected by a vertical white stripe 1 mm in width, and the vertical dark blue stripe shall be flanked on each side by a 9 mm wide vertical red stripe bisected by a vertical white stripe 1 mm in width.

Where any person has been awarded more than 3 Bars —

(a)

only the last 3 Bars awarded may be attached to the ribbon; and

(b)

there shall be attached to the ribbon, above those Bars, a silver clasp with the total number of Bars which that person has been awarded inscribed on it.

Regulation 8

Publication of recipients’ names

The name of any person who receives the Medal or Bar shall be published in the Gazette.

Regulation 9

Forfeiture of Medal or Bar

The Permanent Secretary may order the forfeiture of any Medal or Bar awarded to any person under these Rules, if that person —

(a)

is dismissed or dishonourably discharged from service in the Government or from service in any statutory body established by or under any public Act to discharge a public function; or

(b)

is convicted of an offence by a court of law in Singapore or elsewhere.

Replacement of Medal or Bar

Subregulation 1

A recipient may report the loss or destruction of the recipient’s Medal or Bar to the Deputy Secretary or to the relevant Head of Home Team Agency.

Subregulation 2

Suggest a correction

The Deputy Secretary or the relevant Head of Home Team Agency may, if satisfied that the circumstances of the loss or destruction justify the replacement of the Medal or Bar, approve the replacement at the recipient’s expense.

Subregulation 3

Suggest a correction

No report of the loss of the Medal or a Bar shall be made under paragraph (1) until at least 6 months after the recipient first believes the Medal or Bar to be lost.
