These Regulations are the Active Mobility (Excepted Use, etc., of Non‑Compliant Mobility Vehicles, etc.) Regulations 2026 and come into operation on 1 June 2026.

In these Regulations —“AIC” means the company incorporated under the Companies Act 1967 as Agency for Integrated Care Pte. Ltd. (UEN 200915135W);“Assistive Technology Fund” means the fund of that name administered by SG Enable to provide subsidies for persons with disabilities to purchase assistive technology devices to enable independent living;“Seniors’ Mobility and Enabling Fund” means the fund of that name administered by AIC to provide subsidies for, among other things, devices that support seniors with moving around;“SG Enable” means the company incorporated under the Companies Act 1967 as SG Enable Ltd. (UEN 200822425N).

Regulation 3

Excepted driving or riding of non‑compliant mobility vehicle

For the purposes of section 20(1)(d) and (2) of the Act, an individual may drive or ride on a public path a non‑compliant mobility vehicle of any model or description if —

(a)

the maximum speed that the mobility vehicle is capable of reaching under any circumstances does not exceed 10 kilometres per hour; and

(b)

the individual —

(i)

has been granted a valid certificate from a specified assessor certifying that the individual has a medical need to drive or ride that mobility vehicle;

(ii)

has, before 27 February 2026, received a subsidy under the Seniors’ Mobility and Enabling Fund for the purchase of that mobility vehicle; or

(iii)

has, whether before, on or after 1 June 2026, received a subsidy under the Assistive Technology Fund for the purchase of that mobility vehicle.

Regulation 4

Excepted use of non‑compliant non‑motorised wheelchair

For the purposes of section 20(2A) of the Act, an individual may use on a public path a non‑compliant non‑motorised wheelchair of any model or description if the individual has been granted a valid certificate from a specified assessor certifying that the individual has a medical need to use that non‑motorised wheelchair.
