This Order is the Transport Safety Investigations (Transport Vehicles — Exemption) Order 2023 and comes into operation on 1 January 2024.

Regulation 2

Certain small ships exempt

Parts 3 and 4 (but not sections 15(2)(b) and 18) of the Act do not apply to any of the following ships involved in a transport occurrence when it is operated under the following conditions:

(a)

a single‑hulled boat propelled solely by paddle or oars, when it is operated in any indoor artificial watercourse in Singapore;

(b)

any ship with an overall length equal to or less than 6 metres when it is operated within the inland waters in Singapore called the Marina Barrage;

(c)

a kayak, canoe, raft or other small boat which is propelled solely by paddle or oars and is not designed or adapted to carry any passenger, and when it is operated in any of the following outdoor inland waters in Singapore:

(i)

any of the following reservoirs, as described in the First Schedule to the Public Utilities (Reservoirs, Catchment Areas and Waterway) Regulations 2006 (G.N. No. S 401/2006):

(A)

Pandan Reservoir;

(B)

Kranji Reservoir;

(C)

Jurong Lake;

(D)

MacRitchie Reservoir;

(E)

Upper Peirce Reservoir;

(F)

Lower Peirce Reservoir;

(G)

Bedok Reservoir;

(H)

Upper Seletar Reservoir;

(I)

Lower Seletar Reservoir;

(J)

Marina Reservoir;

(K)

Serangoon Reservoir;

(L)

Punggol Reservoir;

(ii)

Kallang River;

(iii)

Alexandra Canal (between Tanglin Road and Delta Road, and between Zion Road and Kim Seng Road);

(iv)

Alexandra Canal Subsidiary Drain “F” (between Boon Tiong Road and Zion Road);

(v)

Bukit Batok Canal (between Bukit Batok West Avenue 2 and Bukit Batok West Avenue 4);

(vi)

Bukit Batok West Outlet Drain (between Bukit Batok West Avenue 8 and Pan‑Island Expressway);

(vii)

Bukit Timah First Diversion Canal (between Bukit Timah Road and Holland Green);

(viii)

Chestnut Drive Outlet Drain (between Petir Road and Dairy Farm Crescent);

(ix)

Geylang River (between Dunman Road and Guillemard Road);

(x)

Hougang Avenue 10 Outlet Drain (between Hougang Avenue 4 and Buangkok Drive);

(xi)

Pang Sua Pond;

(xii)

Rochor Canal (between Jalan Besar and Crawford Street);

(xiii)

Sungei Api Api (between Tampines Expressway and Pasir Ris Drive 3);

(xiv)

Sungei Pandan;

(xv)

Sungei Pandan Kechil (between Ayer Rajah Expressway and West Coast Highway);

(xvi)

Sungei Pinang (between Hougang Avenue 10 and Upper Serangoon Road);

(xviii)

Regulation 3

Certain rail vehicles exempt

Parts 3 and 4 (but not sections 15(2)(b) and 18) of the Act do not apply to a rail vehicle involved in a transport occurrence when it is operated on any of the following railways:

(a)

a slipway;

(b)

a railway used only to guide a crane;

(c)

an aerial cable operated system;

(d)

a railway with a terminus in any territory outside Singapore;

(e)

the funicular lift at the Palisades, 294 Pasir Panjang Road, Singapore 118635;

(f)

an underground railway in the Jurong Rock Cavern.
