Singapore Customs Medals Rules 2022 (S219)

Regulation 1

Citation and commencement

These Rules are the Singapore Customs Medals Rules 2022 and come into operation on 1 April 2022.

Regulation 2

Definitions

In these Rules —“Director‑General” means the Director‑General of Customs appointed under section 4(1) of the Customs Act 1960;“officer of customs” means an individual who serves in the Singapore Customs as —

(a)

the Director‑General;

(b)

a Deputy Director‑General of Customs or an Assistant Director‑General of Customs appointed under section 4(2) of the Customs Act 1960;

(c)

a senior officer of customs appointed under section 4(4) of that Act; or

(d)

an officer of customs appointed under section 5(2) of that Act.

Definition

“Director‑General” means the Director‑General of Customs appointed under section 4(1) of the Customs Act 1960;

Definition

“officer of customs” means an individual who serves in the Singapore Customs as —

(a)

the Director‑General;

(b)

a Deputy Director‑General of Customs or an Assistant Director‑General of Customs appointed under section 4(2) of the Customs Act 1960;

(c)

a senior officer of customs appointed under section 4(4) of that Act; or

(d)

an officer of customs appointed under section 5(2) of that Act.

Regulation 3

What is unbroken service and how it is counted

Subregulation 1

In these Rules, “unbroken service” means, subject to this rule, unbroken service as an officer of customs.

Subregulation 2

Part‑time service as an officer of customs for a period counts towards unbroken service, but the duration of service for that period is reduced proportionately.

Subregulation 3

A period of leave without pay —

(a)

is not a break in service; but(b)does not count towards the duration of service.

Subregulation 4

A one‑day break in service for the purpose of awarding a pension or gratuity under the Pensions Regulations set out in the First Schedule to the Pensions Act 1956 —

(a)

is not a break in service; and

(b)

counts towards the duration of service.

Subregulation 5

Service as a full‑time national serviceman under the Enlistment Act 1970 counts towards unbroken service (even if it is not immediately followed by service as an officer of customs), but only if the service is for a continuous period of at least one year and 10 months.

Regulation 4

Institution

The Singapore Customs Long Service (10 Years) Medal (called in this Part the Medal) is instituted.

Regulation 5

Purpose

The Medal recognises an officer of customs’ long service and good conduct.

Regulation 6

Eligibility

An officer of customs may be awarded the Medal if he or she has completed at least 10 years of unbroken service.

Description

Subregulation 1

The Medal —

(a)

is shaped as a pentagon; (b)is silver in colour; and (c)measures 40 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore State Crest with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” beneath the Singapore State Crest.

Subregulation 3

The reverse side of the Medal bears the Singapore Customs Crest with the inscription “LONG SERVICE” above the Singapore Customs Crest.

Design

The Medal has the design set out in Part 1 of the First Schedule.

Regulation 9

Medal how worn

The Medal is worn on the left side of an individual’s outer garment suspended by a ribbon —

(a)

that measures 33 mm in width and 50 mm in length;

(b)

that has vertical stripes in blue, red and yellow; and

(c)

that has on the ribbon’s centre a yellow stripe of 9 mm in width flanked on each side by a red stripe of 4 mm in width, followed by a yellow stripe of 3 mm in width, a blue stripe of 2 mm in width and a yellow stripe of 3 mm in width.

Regulation 10

Clasp

Subregulation 1

An officer of customs awarded the Medal may be awarded a first Clasp after he or she completes at least 15 years of unbroken service.

Subregulation 2

A Clasp is a bar that is silver in colour, 35 mm in length and 10 mm in width and engraved with the words “FIFTEEN YEARS”.

Subregulation 3

A small silver star must be added to the ribbon when the ribbon is worn alone.

The Medal with Clasp has the design set out in Part 2 of the First Schedule.

Regulation 11

Institution

The Singapore Customs Long Service (20 Years) Medal (called in this Part the Medal) is instituted.

Regulation 12

Purpose

The Medal recognises an officer of customs’ long service and good conduct.

Regulation 13

Eligibility

An officer of customs may be awarded the Medal if he or she has completed at least 20 years of unbroken service.

Regulation 14

Description

Subregulation 1

The Medal —

(a)

is shaped as a hexagon; (b)is silver in colour; and (c)measures 45 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore State Crest with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” beneath the Singapore State Crest.

Subregulation 3

The reverse side of the Medal bears the Singapore Customs Crest with the inscription “LONG SERVICE (20 YEARS)” above the Singapore Customs Crest.

The Singapore Customs Long Service (30 Years) Medal (called in this Part the Medal) is instituted.

Regulation 18

Purpose

The Medal recognises an officer of customs’ long service and good conduct.

Regulation 19

Eligibility

An officer of customs may be awarded the Medal if he or she has completed at least 30 years of unbroken service.

Description

Subregulation 1

The Medal —

(a)

is shaped as a circle fused with 8 petals; (b)is gold in colour; and (c)measures 47 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore State Crest with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” beneath the Singapore State Crest.

Subregulation 3

The reverse side of the Medal bears the Singapore Customs Crest with the inscription “LONG SERVICE (30 YEARS)” above the Singapore Customs Crest.

The Medal has the design set out in Part 1 of the Third Schedule.

The Medal is worn on the left side of an individual’s outer garment suspended by a ribbon —

(a)

that measures 33 mm in width and 50 mm in length;

(b)

that has vertical stripes in blue, red and yellow; and

(c)

that has on the ribbon’s centre a red stripe of 9 mm in width flanked on each side by a blue stripe of 2 mm in width, followed by a red stripe of 2 mm in width flanked on each side by a yellow stripe of 3 mm in width and a blue stripe of 2 mm in width.

Regulation 23

Clasp

Subregulation 1

An officer of customs awarded the Medal may be awarded a Clasp after he or she completes at least 35 years of unbroken service.

Subregulation 2

A Clasp is a bar that is gold in colour, 35 mm in length and 10 mm in width and engraved with the words “THIRTY‑FIVE YEARS”.

Subregulation 3

A small gold star must be added to the ribbon when the ribbon is worn alone.

The Medal with Clasp has the design set out in Part 2 of the Third Schedule.

Regulation 24

Institution

The Singapore Customs Long Service (40 Years) Medal (called in this Part the Medal) is instituted.

Regulation 25

Purpose

The Medal recognises an officer of customs’ long service and good conduct.

Regulation 26

Eligibility

An officer of customs may be awarded the Medal if he or she has completed at least 40 years of unbroken service.

Regulation 27

Description

Subregulation 1

The Medal —

(a)

is shaped as a 10‑pointed star; (b)is gold in colour; and (c)measures 47 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore State Crest with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” beneath the Singapore State Crest.

Subregulation 3

The reverse side of the Medal bears the Singapore Customs Crest with the inscription “LONG SERVICE (40 YEARS)” above the Singapore Customs Crest.

The Medal recognises an officer of customs’ good, efficient and faithful service.

Eligibility

An officer of customs may be awarded the Medal if he or she has completed at least 5 years of unbroken service.

Regulation 33

Description

Subregulation 1

The Medal —

(a)

is shaped as a circle; (b)is silver in colour; and (c)measures 36 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore State Crest with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” beneath the Singapore State Crest.

Subregulation 3

The reverse side of the Medal bears the Singapore Customs Crest with the inscription “FOR GOOD SERVICE” above the Singapore Customs Crest.

The Medal is worn on the left side of an individual’s outer garment suspended by a ribbon —

(a)

that measures 33 mm in width and 50 mm in length;

that has on the ribbon’s centre a yellow stripe of 5 mm in width flanked on each side by a red stripe of 5 mm in width, followed by a blue stripe of 3 mm in width and a red stripe of 6 mm in width.

Institution

The Singapore Customs Medal for Exemplary Service (called in this Part the Medal) is instituted.

Regulation 37

Purpose

The Medal recognises an officer of customs who has —

(a)

rendered exemplary service; or (b)acted courageously or in a distinguished manner in dangerous circumstances.

Regulation 38

Eligibility

Subregulation 1

Any officer of customs may be awarded the Medal.

Subregulation 2

The Medal may be awarded posthumously.

Regulation 39

Description

Subregulation 1

The Medal —

(a)

is shaped as a circle; (b)is gold in colour; and (c)measures 45 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore State Crest encircled by laurels, with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” and a star beneath the Singapore State Crest.

Subregulation 3

The reverse side of the Medal bears the Singapore Customs Crest encircled by laurels, with the inscription “CUSTOMS MEDAL FOR EXEMPLARY SERVICE” and a star beneath the Singapore Customs Crest.

Medal how worn

The Medal is worn on the left side of an individual’s outer garment suspended by a ribbon —

(a)

that measures 33 mm in width and 50 mm in length;

(b)

that has vertical stripes in blue, red and yellow; and

(c)

that has on the ribbon’s centre a yellow stripe of 5 mm in width flanked on each side by a red stripe of 2 mm in width, followed by a yellow stripe of 6 mm in width and a blue stripe of 6 mm in width.

Regulation 42

Institution

The Singapore Customs Overseas Service Medal (called in this Part the Medal) is instituted.

Regulation 43

Purpose

The Medal recognises an officer of customs who served in an operation to provide humanitarian assistance or any other form of relief in an area outside Singapore.

Regulation 44

Eligibility

Subregulation 1

An officer of customs may be awarded the Medal if he or she served in an operation mentioned in rule 43 for at least 14 days within a period of 180 days.

Subregulation 2

The Medal may be awarded posthumously.

Regulation 45

Description

Subregulation 1

The Medal —

(a)

is shaped as a multi‑pointed circle;

(b)

is gold in colour; and (c)measures 45 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore State Crest with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” beneath the Singapore State Crest.

Subregulation 3

The reverse side of the Medal bears the Singapore Customs Crest with the inscription “FOR OVERSEAS SERVICE” beneath the Singapore Customs Crest.

Regulation 47

Medal how worn

The Medal is worn on the left side of an individual’s outer garment suspended by a ribbon —

(a)

that measures 33 mm in width and 50 mm in length;

(b)

that has vertical stripes in blue, grey, white and yellow; and

(c)

that has on the ribbon’s centre a white stripe of 5 mm in width flanked on each side by a blue stripe of 4 mm in width, followed by a yellow stripe of 4 mm in width, a grey stripe of 2 mm in width and a yellow stripe of 4 mm in width.

Institution

The Singapore Customs Medal of Distinction (called in this Part the Medal) is instituted.

Regulation 49

Purpose

The Medal recognises the efforts of a foreign Customs Administration in furthering bilateral ties and cooperation with Singapore Customs.

Regulation 50

Eligibility

An individual who is the Director‑General (or holds an equivalent appointment) of a foreign Customs Administration may be awarded the Medal.

Regulation 51

Description

Subregulation 1

The Medal —

(a)

is shaped as a multi‑jagged disc; (b)is gold in colour; and (c)measures 45 mm in diameter and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal bears the Singapore Customs Crest.

Subregulation 3

The reverse side of the Medal bears the inscription “CUSTOMS MEDAL OF DISTINCTION” encircled by laurels.

The Medal has the design set out in the Eighth Schedule.

Regulation 53

Medal how worn

The Medal is worn on the left side of an individual’s outer garment suspended by a ribbon —

(a)

that measures 33 mm in width and 50 mm in length;

(b)

that has vertical stripes in blue, grey, red and white; and

(c)

that has on the ribbon’s centre a blue stripe of 3 mm in width flanked on each side by a white stripe of 3 mm in width, followed by a blue stripe of 3 mm in width, a red stripe of 3.5 mm in width, a grey stripe of 2 mm in width and a red stripe of 3.5 mm in width.

Regulation 54

Awarding authority

Subregulation 1

Subject to paragraph (2), a Medal or Clasp awarded under these Rules is to be awarded by the Permanent Secretary, Ministry of Finance (called in this Part the Permanent Secretary).

Subregulation 2

The Singapore Customs Medal of Distinction may be awarded only if the Minister for Finance so recommends.

Regulation 55

Publication of Award

The name of any individual awarded a Medal or Clasp under these Rules must be published in the Gazette.

Regulation 56

Forfeiture of Medal or Clasp

Subregulation 1

The Permanent Secretary may forfeit a Medal (other than the Singapore Customs Medal of Distinction) or Clasp awarded to an individual under these Rules if the individual —

(a)

is dismissed as an officer of customs;

(b)

is convicted of a criminal offence; or

(c)

is guilty of misconduct or disloyalty to Singapore.

Subregulation 2

The Permanent Secretary may restore a forfeited Medal or Clasp.

Subregulation 3

A notice of the forfeiture or restoration of any Medal or Clasp must be published in the Gazette.

Regulation 57

Replacement of Medal or Clasp

Subregulation 1

If a Medal (other than the Singapore Customs Medal of Distinction) or Clasp awarded to an individual under these Rules is lost or destroyed and that individual desires a replacement, he or she must report the loss or destruction of the Medal or Clasp to the Director‑General.

Subregulation 2

The Director‑General may approve the replacement of the Medal or Clasp if the Director‑General is satisfied that the circumstances in which the loss or destruction occurred justify the replacement of the Medal or Clasp, subject to the individual paying for the cost of the replacement.
