Citation and commencement
This Order may be cited as the Terrorism (Suppression of Financing) (Exemption from Prohibition against Dealing) (No. 17) Order 2013 and shall come into operation on 15th July 2013.

Citation and commencement

Definition
In this Order, “specified person” means any person in Singapore who is defined in regulations made under the United Nations Act (Cap. 339) to be a terrorist and who —
is detained under an order made under section 8(1)(a) or (2) of the Internal Security Act (Cap. 143);
is placed under a restriction order made under section 8(1)(b) of the Internal Security Act;
was the subject of an order made under section 8(1)(a) of the Internal Security Act that has been suspended by the Minister under section 10 of that Act; or
was the subject of a restriction order made under section 8(1)(b) of the Internal Security Act that has since lapsed.
Exemption
The Central Provident Fund Board and the SP Services are hereby exempted from the application of section 6 of the Act in respect of —
the payment in cash by the Central Provident Fund Board to any nominee of a specified person of such amount of GSTV – Cash (being part of the Goods and Services Tax Voucher Scheme announced by the Government in 2012) which the specified person is eligible to receive yearly for as long as the Scheme is in force, subject to the condition that such cash payment is deposited in the bank account of the nominee as designated in the notice of exemption issued to the specified person and his nominee in respect of the cash payment;
the credit of the amount of the GSTV – Medisave top-up by the Central Provident Fund Board (being part of the Goods and Services Tax Voucher Scheme announced by the Government in 2012) to the Medisave Account of a specified person in the Central Provident Fund which the specified person is eligible to receive for as long as the Scheme is in force; and
the credit of the amount of the GSTV – U Save rebate by the SP Services (being part of the Goods and Services Tax Voucher Scheme announced by the Government in 2012) into the household utilities account of the specified person which the specified person is eligible to receive for as long as the Scheme is in force.
Exemption of nominee of specified person
The nominee of a specified person mentioned in paragraph 3(a) is also exempted from the application of section 6 of the Act in respect of —
any withdrawal by the nominee from the bank account so designated in the notice of exemption; and
the use by the nominee of the sums withdrawn therefrom,subject to the following conditions:
except with the prior approval of an officer authorised by the Minister, the sums withdrawn shall only be used to pay for food, clothing, medicines, medical treatment, insurance premiums and such other provisions as are necessary for satisfying the basic domestic needs of the nominee and his family; and
no sum so withdrawn may be transferred to any other bank account of the nominee or specified person or any other person.
