Secrecy of proceedings of Committee

(1)
Except as provided under section 168 and this section, the proceedings of a Committee must be secret.
(2)
A member of a Committee must not disclose or divulge to any person, other than —
(a)
the Minister;
(b)
any member or officer of the Council; or
(c)
any officer of the Authority,any matter which has arisen at any proceedings of the Committee unless the member is expressly authorised to do so by the Minister or the respondent to whom the information relates has consented to the disclosure.
