Clause 20
Section 96 of the principal Act is amended by inserting, immediately after subsection (5), the following subsections:“(6) If any party to the intended marriage is not a citizen or permanent resident of Singapore, at least one of the parties must have been physically present in Singapore for the prescribed period before the date of the solemnisation.

The Registrar may, if satisfied that there are good reasons to do so, waive the requirement in subsection (6).”.
