Clause 1

Short title and commencement

This Act may be cited as the Cattle (Amendment) Act, 1969, and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.

Clause 2

Amendment of section 2

Section 2 of the Cattle Ordinance, 1964 (hereinafter in this Act referred to as “the Ordinance”) is hereby amended —

(a)

by inserting immediately before the definition of “cattle” appearing therein the following new definition: —“ “authorised officer” means any public officer or officer of any statutory board or body authorised by the Commissioner as provided in section 5A of this Ordinance;”;

(b)

by deleting the words “and goats” appearing in the definition of “cattle” therein and substituting therefor the expression “, goats and swine”;

(c)

by deleting the definition of “Director” appearing therein and substituting therefor the following: —“ “Commissioner” means the Commissioner of Public Health appointed under section 4 of the Environmental Public Health Act, 1968 (Act 32 of 1968), and includes a Deputy Commissioner of Public Health and an Assistant Commissioner of Public Health appointed under the said section;”; and

(d)

by deleting the definition of “health authority” appearing therein and substituting therefor the following: —“ “public health auxiliary” has the same meaning as is assigned to that expression in section 2 of the Environmental Public Health Act, 1968;”.

New section 5A

The Ordinance is hereby amended by inserting immediately after section 5 thereof the following new section: —“Authorisation of public officers, etc5A. Any public officer authorised by the Commissioner in writing in that behalf and any officer of any statutory board or body who is, with the approval of the Minister, so authorised may exercise such powers under this Ordinance or any regulations made thereunder as the Commissioner may empower him to exercise, subject to such conditions or limitations as the Commissioner may specify.”.

Miscellaneous amendments

(1)

The following provisions of the Ordinance are hereby amended by deleting the word “Director” wherever it appears therein and substituting therefor in each case the word “Commissioner”: —Sections 3(2), 3(3), 4(1), 4(2), 4(4), 4(5), 5(1), 5(3) and 6(3).

The following provisions of the Ordinance are hereby amended by deleting the words “any health authority” appearing therein and substituting therefor in each case the expression “the Commissioner, a public health auxiliary or any authorised officer”: —Sections 3(2), 4(4) and 5(3).

The following provisions of the Ordinance are hereby amended by deleting the words “the State” appearing therein and substituting therefor in each case the word “Singapore”: —Sections 2 (definition of “restricted area”), 3(1) and 5(1).
