Section 131 of the Companies Act is amended by inserting, immediately after subsection (3), the following subsection:“(3A) The reference to a charge on book debts in subsection (3)(f) shall not include a reference to a charge on a negotiable instrument or on debentures, stock, shares or bonds of the Government.”.
