Regulation 22

Any person who contravenes or fails to comply with any of the provisions of these Regulations or any of the conditions of a permit shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000 and, in the case of a second or subsequent conviction, to a fine not exceeding $8,000.
