Amendment of section 39

Section 39 of the principal Act is amended —

(a)

by deleting subsection (1) and substituting the following subsection:“(1) The grant of any licence or permit under this Part shall be in the absolute discretion of the Commissioner.”; and

(b)

by inserting, immediately after the word “licence” wherever it appears in subsections (2), (3), (4) and (6) and in the section heading, the words “or permit”.
