Regulation 6
Class licence for carrier transporting specified lower‑risk explosive
Every person who —
is a contracted carrier of —
a holder of an explosives licence authorising the holder to carry on a regulated activity involving a specified lower‑risk explosive; or
a class licensee who is authorised by a class licence under paragraph 4 or 5 of the Guns, Explosives and Weapons Control (Dealing in Certain Lower‑risk Explosives — Class Licence) Order 2025 to carry out a regulated activity involving a specified lower‑risk explosive; and
transports by road at any time any relevant consignment of lower‑risk explosives consisting of less than 3 metric tonnes of specified lower‑risk explosives —
for or in connection with any regulated activity mentioned in sub‑paragraph (a);
by using a motorcycle or motor vehicle which —
is not a public passenger transport vehicle; and
is not driven by an individual who is adversely affected by alcohol, a drug or an intoxicating substance;
in packaging that is and is labelled in conformity with 3.2 of the UNRTDG Volume I and 5.2.2 of the UNRTDG Volume II; and
by travelling from a place to another place wholly within Singapore —
directly to its destination, taking the shortest route;
as far as practicable without stopping en‑route; and
without unpacking or opening in any way any of the specified lower‑risk explosives comprised in the relevant consignment while it is being conveyed,is subject to a class licence authorising the person to transport the relevant consignment of specified lower‑risk explosives and to be in possession of a specified lower‑risk explosive when so transporting the relevant consignment of specified lower‑risk explosives.
