Clause 45

In the principal Act, replace section 39B with —“Opportunity to be heard not required to be given39B. To avoid doubt, before making any decision under this Act or the regulations, the Controller or the Minister (as the case may be) is not required to give any person who may be affected by the decision an opportunity to be heard.”.
