Power to make rules
(1)
The Minister may make such rules as may be necessary.
(2)
In particular and without prejudice to the generality of subsection (1) of this section, such rules may provide for all or any of the following matters, namely: —
(a)
the powers and functions of the Board;
(b)
the preparation, audit and submission to the Minister of estimates, budgets, accounts and other information pertaining to the Institute; and
(c)
the terms and conditions of transfer to the Institute of holders of pensionable appointments in the public service.
(3)
All such rules shall be published in the Gazette and shall be presented to Parliament as soon as may be after publication.
