Section 4 of the Judicial Committee Act, 1966, is hereby amended by deleting subsection (1) thereof and substituting therefor the following: —“(1) Application under subsection (1) of section 3 of this Act for leave to appeal to the Judicial Committee shall be made to the Appellate Court but where such application is made after three months from the date on which the decision appealed against was given leave shall not be granted unless the Appellate Court considers that in all the circumstances it is reasonable to do so.”.
