Clause 11

Applications on behalf of incapacitated applicants

Where an applicant is unable to make an application under this Act (whether by reason of physical or mental infirmity or for any other reason), such application may be made on his behalf by —

(a)

any member of his family;

(b)

any person in whose care he resides; or

(c)

any other person whom the applicant has authorised to make such application.
