Clause 76

If a seaman employed on a ship is, while on board the ship, under the influence of drink or a drug to such an extent that his capacity to fulfil his responsibility for the ship or to carry out his duties is impaired, he shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.
