Clause 3

Section 7 of the principal Act is amended by inserting, immediately after subsection (2), the following subsection:“(3) For the purposes of subsection (1), a newspaper shall be deemed to be published outside Singapore if its contents and editorial policy are determined outside Singapore and its sales or distribution are not intended primarily for Singapore.”.
