Clause 9
Powers of the Council
For the purpose of giving effect to the provisions of this Act, the Council may, where it considers it necessary or expedient —
enter into contracts;
acquire, purchase, take, hold and enjoy movable and immovable property of every description;
sell, convey, assign, surrender and yield up, mortgage, demise, re-assign, transfer or otherwise dispose of any movable or immovable property vested in the Council upon such terms as to the Council seems fit;
borrow money at interest on the security of any corporate land or of any funds of the Council;
invest the funds of the Council; and
do all other matters and things incidental or appertaining to a body corporate.
