Protection from Scams Regulations 2025 is Singapore Subsidiary Legislation, cited as Subsidiary Legislation PSA-S467-2025 2025, currently marked in force and first recorded in 2025.
Citation and commencement
These Regulations are the Protection from Scams Regulations 2025 and come into operation on 1 July 2025.
Notification of issue, cancellation, etc., of restriction order
A specified officer, or a bank which is subject to a restriction order issued by a specified officer, must notify all the affected persons mentioned in paragraph (4) of the decision of the specified officer to issue, cancel, vary, not to vary, or to extend the restriction order under section 4(1) or 5 of the Act.
The notification mentioned in paragraph (1) must be in writing and —
delivered to an affected person personally; or
sent by prepaid registered post addressed to an affected person at the affected person’s last known residential address or registered address,at the following times:
in relation to the decision to issue a restriction order — the date the restriction order takes effect;
in relation to the decision to cancel a restriction order — the date the cancellation takes effect;
in relation to the decision to vary a restriction order — at least one working day before the date the variation takes effect;
in relation to the decision not to vary a restriction order — the date of the decision;
in relation to the decision to extend a restriction order — the date the extension takes effect.
If a notification mentioned in paragraph (1) is sent in accordance with paragraph (2)(b), an affected person is deemed to have received the notification 2 working days after the notification is so sent.
The affected persons, in relation to a restriction order, are the following:
the scam victim in relation to whom the restriction order is issued under section 4(1) of the Act;
any joint account holder of a bank account of the scam victim maintained by the bank which is subject to the restriction order; (c)any supplementary cardholder of a credit facility of the scam victim granted by the bank which is subject to the restriction order.
In this regulation and regulation 7, “working day” means any day other than a Saturday, Sunday or public holiday.
Prescribed form under section 7(2)(a) of Act
For the purposes of section 7(2)(a) of the Act, the prescribed form is the form titled “Appeal Form — Protection from Scams Act 2025” set out on the website at https://go.gov.sg/piro–appeal.
Prescribed documents or information under section 7(2)(b) of Act
For the purposes of section 7(2)(b) of the Act, the prescribed documents or information are —
the decision appealed against;
the reasons for the appeal; and
any documentary evidence to support those reasons.
Prescribed period under section 7(2)(c) of Act
For the purposes of section 7(2)(c) of the Act, the prescribed period is 10 days after the time of receipt of the notification relating to the decision appealed against.
Prescribed person under section 7(7) of Act
For the purposes of section 7(7) of the Act, the prescribed persons who must be notified of the Commissioner’s decision under section 7(5) of the Act are —
the scam victim (not being the appellant) in relation to whom the restriction order is issued under section 4(1) of the Act;
any joint account holder (not being the appellant) of a bank account of the scam victim maintained by the bank which is subject to the restriction order; and
any supplementary cardholder of a credit facility of the scam victim granted by the bank which is subject to the restriction order.
Consideration of appeal
When considering an appeal against any decision of a specified officer under the Act in relation to a restriction order, the Commissioner may require an appellant to provide any further documents or information other than those mentioned in regulation 4.
The appeal must be decided by the Commissioner within 5 working days after the date the appeal is made.
