Clause 16
(1)
The provisions of subsections (1) and (3) of section 4 and subsection (2) of section 8 shall not apply to citizens of Singapore.
(2)
The Minister may, by notification in the Gazette, exempt any person or class of persons from any or all of the provisions of this Act.
