Definitions
In these Rules, unless the context otherwise requires —[Deleted by S 164/2024 wef 01/03/2024]“bicycle crossing” means any part of a road, subway or bridge established for the use of a cyclist, mobility vehicle user, PMD rider or pedestrian crossing the road, and indicated as such by traffic signs, signals and road markings as shown in any of the diagrams in Part I or II of the Schedule;“cyclist” means an individual who is riding a bicycle, three-wheeled pedal cycle, recumbent device or power‑assisted bicycle, but excludes an individual who is walking beside and pushing a bicycle, three-wheeled pedal cycle, recumbent device or power‑assisted bicycle;“mobility scooter” and “wheeled toy” have the meanings given by section 2(1) of the Active Mobility Act 2017 (Act 3 of 2017);“mobility vehicle” means a mobility scooter or a motorised wheelchair;“mobility vehicle user” means an individual who is driving a motorised wheelchair or riding a mobility scooter, but excludes an individual who is walking beside and pushing a mobility vehicle;“pedestrian” means —
an individual walking, with or without animals;
an individual in a non‑motorised wheelchair;

an individual pushing a pram, stroller or trolley, or a motorised or non‑motorised wheelchair; or
an individual walking beside and pushing a bicycle, three-wheeled pedal cycle, recumbent device, power‑assisted bicycle, personal mobility device, mobility scooter or any other vehicle;[Deleted by S 164/2024 wef 01/03/2024]“personal mobility device” or “PMD” means a personal mobility device other than a three-wheeled pedal cycle or recumbent device;“PMD rider” means an individual who is riding a personal mobility device on a road as permitted by section 5A(2) of the Act, but excludes an individual who is walking beside and pushing a PMD;“recumbent device” and “three-wheeled pedal cycle” have the meanings given by rule 2 of the Road Traffic (Bicycles, Three-wheeled Pedal Cycles, Trishaws and Recumbent Devices — Construction and Use) Rules 2024 (G.N. No. S 157/2024).
