Rule 5(1) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) does not apply to the vehicle bearing the engine number 1UR0847061 and chassis number URJ2024212803 that is registered in the name of Koh Rong Hui Joel.
