Rule 5(1) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) does not apply to the vehicle belonging to Chong Wen Yong (NRIC No. S8411415D) and bearing the engine number ZDM848W4C000710 and chassis number ZDMF102AABB009111.
