Section 2 of the Rubber Dealers Ordinance is hereby amended by inserting immediately before the definition of “rubber plant” appearing therein the following new definition: —“ “purchase” means purchase of specific rubber pursuant to any contract or agreement providing for completion by delivery of such rubber but does not include purchase of unascertained rubber by description by means of a forward contract;”.
