Subregulation 1
Except in so far as in any particular case any privileges or immunity is waived, the Executive Director and the staff of the Secretariat shall enjoy within and with respect to the territory of Singapore —
while exercising their functions as such, immunity from personal arrest or detention and from seizure of their personal baggage and inviolability of their residence and of all papers and documents relating to the work of the Secretariat;
immunity from legal process in respect of acts, including words spoken or written, done by them in their official capacity and in the discharge of their duties; and
while exercising their functions, the like exemption or relief from taxes as is accorded to an envoy of a foreign sovereign Power accredited to the Republic of Singapore.
Subregulation 2
For the purposes of the application of this Order —
“Executive Director” means the Executive Director of the APEC Secretariat or his authorised representative;
“staff of the Secretariat” means all the professional staff members of the Secretariat.
Subregulation 3
The provisions of paragraphs (1) and (2) shall not confer any immunity or privilege upon any person who is a citizen or permanent resident of Singapore.
