Regulation 13
Offence
If any ship fails to comply with regulation 6, 7, 8 or 9, the owner and the master of the ship shall each be guilty of an offence and shall each be liable on conviction to a fine not exceeding $20,000 or to imprisonment for a term not exceeding 2 years or to both.
