Remaining vacancies
Where, after taking into account the number of candidates declared elected under rule 15 and the number of vacancies to be set aside under rule 16, there are no more valid nominations than the remaining number of vacancies to be filled, the returning officer must declare the candidates in those nominations to be elected.
