Regulation 1
These Rules may be cited as the Darjah Utama Nila Utama (The Order of Nila Utama) Rules 1996 and shall come into operation on 2nd August 1996.

Regulation 2
The Order shall be designated and styled the Darjah Utama Nila Utama or the Order of Nila Utama.
Regulation 3
The Order shall be conferred by the President on the advice of the Prime Minister.

There shall be 3 grades of the Order of Nila Utama:
(a)
the Order of Nila Utama (With High Distinction), consisting of the Badge and the Star of the Order;
(b)
the Order of Nila Utama (With Distinction), consisting of the Badge and the Star of the Order;
(c)
the grade called the Order of Nila Utama, consisting of the Badge of the Order.
Regulation 5
Subregulation 1
The Badge of the Order of Nila Utama shall consist, on the obverse side, of a star in white enamel bordered with gold. In the centre of the Badge, there shall be a medallion of red and gold enamel with a crescent and 5 stars encircled by the inscription “ORDER OF NILA UTAMA” in gold letters. There shall be 2 laurel wreaths of gold, one behind the Star and the other above the Star. The reverse side of the Badge shall bear the State Arms.
Subregulation 2
The Star of the Order of Nila Utama shall be in chipped silver and shall consist, on the obverse side, of an inner white enamelled star bordered with gold. In the centre of the Star there shall be a medallion of red enamel with a crescent and 5 stars encircled by the inscription “ORDER OF NILA UTAMA” in gold letters. The reverse side of the Star shall be plain.
Regulation 6
The Badge and the Star of the Order of Nila Utama shall be of the designs as set out in the Schedule.
Regulation 7
The sash and the neck ribbon of the Order of Nila Utama shall be red with a white centre band and a grey stripe to each side.
Regulation 8
The Seal of the Order of Nila Utama shall bear the design of the Badge of the Order.

In the case of the Order of Nila Utama (With High Distinction), the Badge of the Order of Nila Utama shall be worn on the right hip from a sash passing over the left shoulder and under the right arm, and the Star of the Order of Nila Utama shall be worn on the left side of the outer garment.

In the case of the Order of Nila Utama (With Distinction), the Badge of the Order of Nila Utama shall be worn suspended from a ribbon round the neck, and the Star of the Order of Nila Utama shall be worn on the left side of the outer garment.

In the case of the grade called the Order of Nila Utama, the Badge of the Order of Nila Utama shall be worn suspended from a ribbon round the neck.
Regulation 10
The admission of a person to the membership of the Order of Nila Utama shall be published in the Gazette.
Regulation 11
There shall be a Chancellor and a Registrar of the Order of Nila Utama.
Regulation 12
The Chancellor of the Order of Nila Utama shall —
(a)
be appointed by the President from among the members of the Order;
(b)
hold the Seal of the Order; and
(c)
countersign all Warrants signed by the President.
Regulation 13
The Registrar shall —
(a)
be appointed by the President;
(b)
record all proceedings connected with the Order of Nila Utama in a Register appropriated for the purpose; and
(c)
under the directions of the Chancellor, prepare and engross all Warrants and other Instruments to be passed under the Seal of the Order.
Regulation 14
Subregulation 1
The President may, by a Warrant signed by him and sealed with the Seal of the Order of Nila Utama, on the recommendation of the Prime Minister cancel and annul the admission of any person to the Order of Nila Utama and thereupon the name of such person shall be removed from the Register referred to in rule 13 (b).
Subregulation 2
The President may, on the recommendation of the Prime Minister, restore to the Order any person whose admission has been previously cancelled and annulled.

Subregulation 1
The Darjah Utama Nila Utama (The Order of Nila Utama) Rules 1975 (G.N. No. S 187/75) (hereafter referred to as the revoked Rules) are revoked.
Subregulation 2
Any person on whom the Order of Nila Utama has been conferred under the revoked Rules is deemed to have been conferred the Order under these Rules.

With effect from 1 August 2019, a person on whom is conferred, before that date —
(a)
the First Class of the Order of Nila Utama is deemed to have been conferred the Order of Nila Utama (With High Distinction);
(b)
the Second Class of the Order of Nila Utama is deemed to have been conferred the Order of Nila Utama (With Distinction); and
(c)
the Third Class of the Order of Nila Utama is deemed to have been conferred the grade called the Order of Nila Utama.
