Regulation 67
Right of audience at inquiry
The Tribunal must add a person as a party to the inquiry and must give the person an opportunity to present a case to the Tribunal at the inquiry, if —
(a)
the Tribunal is satisfied that the person has a substantial interest in the matter to which the inquiry relates; and
(b)
the person has —
(i)
filed a notice of the person’s wish to present the person’s case to a Tribunal at the inquiry in accordance with regulation 65(3)(e) and (f);
(ii)
complied with any request made to the person by the Tribunal under regulation 66(2); and
(iii)
fulfilled the requirements of regulation 66(4).
