Clause 18

refuses or neglects to do anything he is by the Commission required to do under the provisions of this Ordinance; or

acts in contravention of or fails to comply with any of the provisions of this Ordinance,shall be liable on conviction to a fine not exceeding two thousand dollars or to imprisonment for a term not exceeding one year or to both such fine and imprisonment.
