Regulation 3

Where any conservancy and service charge or licence fee or any part thereof due to the Town Council remains unpaid for a period of 5 months or more from the date on which it was due, the tenant, owner or licensee liable for such charge or fee shall, in addition to any penalty which may be imposed under by-law 2, be liable to pay to the Town Council an administrative fee of $50 and a disbursement fee of $10.

The administrative fee of $50 referred to in paragraph (1) shall be payable only once so long as the conservancy and service charge or licence fee or any part thereof remains unpaid.
